Cheap Shots and Dirty Players

Matt Cooke with an elbow to the head of Marc Savard likely knocking him out of action for the rest of the season, Alex Ovechkin suspended for two games for a dirty hit from behind breaking the collarbone of Brian Campbell and now goon boy Steve Downie apparently trying to break Sidney Crosby's leg.  Enough is enough!  Does something need to be done with the NHL rulebook to protect the safety of its players from cheap shots and dirty players?  What do you think?  Have you seen this video?
