Who will pay for Niagara to host a horticultural exhibition?

Niagara may have been chosen to host the 2017 International Horticultural Exhibition but there are questions about who is going to pay for it.
Organizors say it could cost anywhere from 50 to 360 million dollars to host the 150 day event.
The money would be used to set up venues and for some infrastructure projects.
But the NPC, which would host many of the exhibits says its not paying.
Niagara Falls MPP Kim Craitor says the province can't afford to pick up the tab.
So now its hoped the federal government will come up with some cash.
