St. Catharines City Councillors have approved the building of a $45 million spectator facility for the Garden City.
Councillors voted 11 to 2 in favour of the design-build project from Ball-Rankin Construction.
Councillors Bruce Williamson and Greg Washuta were the two opposed to the project.
The new arena will be built in the lower-level parking lot at 55 McGuire St. below St. Paul Street.
Construction is scheduled to start later this year with completion expected by the fall of 2014.
