The Lincoln County Humane Society will find its membership process put under the microscope when it enters contract talks with the city of St. Catharines.

In a close vote last night, council approved a Matt Siscoe led proposal to include the contentious membership issue during upcoming contract negotiations

Staff have been instructed to specifically negotiate a process that is open to all city residents.

Siscoe has been an outspoken critic of the membership process saying it is not transparent enough for an agency that receives money from city coffers.
